Weird, I was having this conversation a couple hours ago.
There's a couple "things" it's transgressive - always exciting and it's also that primal marking your territory thing.
My personal Golden (sorry) achievement - fountain in front of Buckingham Palace, middle of the day, middle of the Summer.
I didn't go full-frontal, I did sit in the fountain - still, it's the thought (and act) that counts.
